1. Bearing in mind that you run and serve as an individual, rather than representing an organization, is there an organizational/employer affiliation you’d like to state for identification purposes?

None. I presently work my best “job” ever—stay-at-home-mom—and am unaffiliated with any organization or employer.

2. Are you available to serve the entirety of a three-year term?

3. Describe any limitations on your ability to travel to attend ARIN and ICANN meetings in person or participate in scheduled teleconference calls.

None.

4. The ASO AC holds monthly conference calls and participation is expected of all members. Would participation in these calls present any issue for you?

No issues.

5. Why do you want to serve on the NRO NC, and what goals do you want to accomplish?

After serving on the ARIN AC for six years, I stepped away from employment and the associated volunteer commitments to have a baby and be completely present for his first years of life. I’m ready to re-integrate some internet governance volunteer commitments into my schedule in 2026. I’d like to help the NRO carry forward the great work done this year on the ICP2. I hope to also work with the NRO to anticipate and plan for potential geopolitical risks that may impact RIRs and internet number resources. Finally, I’d look forward to helping coordinate the interests and joint participation of the RIRs in various internet governance events (IGF, ITU Plenipot 2026, etc.)

6. What, if any, conflicts of interest might arise for you as an NRO NC member? Specifically, do you serve in what could be perceived as any Internet governance roles, provide any services directly or indirectly to ARIN, or represent any significant interest from the community?

None at this time.

8. What participation do you have within ICANN, in the past and currently? Are you a member of any other ICANN AC or SO?

I worked as the Policy Program Manager at the Canadian Internet Registration Authority (CIRA) from 2018 to 2022. I attended ICANN meetings as their representative, serving primarily in the Country Code Name Supporting Organization (ccNSO) on behalf of the .ca TLD. I participated in delightfully arcane working groups; e.g. a working group tasked with looking at the ccNSO’s PDP Review Mechanism, and the ccNSO’s Guidelines Review Committee. I also participated in a PDP covering the retirement of ccTLDs when the country code is removed from the ISO 3166 list. I am not currently affiliated with or serving on any other AC or SO.

9. What differentiates you as a candidate, or makes you uniquely suited to serve on the NRO NC?

I was steeped in the ICANN environment in a previous day job. At the same time, I volunteered in the numbering community on the ARIN AC for six years. I bring a strong understanding of the policy development processes in the RIRs, as well as the policy development processes at ICANN. I maintain good relationships with people working at and volunteering for both ARIN and ICANN. I find that leveraging these relationships and the collected knowledge of professionals across the industry and around the world to be invaluable in getting work done. I am a Canadian who has immigrated to the United States. I have experience living and working in two countries in the ARIN service region, plus the associated professional relationships in Canada and the United States.

10. Provide a brief biography of recent experience, associations, and affiliations relevant to serving on the NRO NC, including names of organizations, positions held, specific duties, and dates of service.

Alyssa Quinn has spent her career working on issues of internet governance. She worked at the Canadian Internet Registration Authority (CIRA) from 2018-2022, serving as their Policy Program Manager based in Ottawa, Ontario. She was responsible for coordinating CIRA’s engagement at ICANN, government relations, and interventions into relevant regulatory and legal processes. While at CIRA, she also performed the secretariat functions for the Canadian Internet Governance Forum. Prior to joining CIRA, Alyssa worked as the Policy and Strategy Advisor at Cybera in Calgary, Alberta. Cybera is Alberta’s non-profit research and education network, serving government, K-12 schools, and post-secondary institutions. Alyssa served in a volunteer capacity on the ARIN Advisory Council from 2016-2022. She also sat on the Board of Directors for the Canadian Internet Society chapter and the Montreal Internet Exchange. She holds a Bachelor of Arts (Honours) in Political Science from Carleton University (2014). Alyssa now resides in the greater Seattle area with her husband, toddler, three teenage stepkids, and a (sometimes impressive) dog. Please also see the response to Q7.

    I had the opportunity to work with Alyssa during her time at CIRA, where she served as Policy Program Manager and participated actively in the ccNSO. We served together on several ccNSO working groups, including the Guideline Review Committee (GRC), where I had the privilege of working with her in my capacity as Chair.

    Alyssa was a valued member of the GRC, contributing detailed, thoughtful, and balanced input throughout the committee’s work. She has a strong understanding of internet policy and governance processes, and she approaches complex issues with clarity and precision. Her ability to synthesize information and present it in a constructive, collaborative way made her contributions particularly effective.

    She is comfortable and respected in multistakeholder environments and brings professionalism and insight to every discussion. Alyssa’s combination of governance experience, technical understanding, and steady engagement would make her an asset to the NRO.

She was thoughtful, diligent, well-prepared, and clearly understood the issues at hand. I joined the NRO NC in the beginning of this year, and after having seen up close what is involved I can confidently say that Alyssa would make an excellent contributor. Her skill set and experience with Internet governance align perfectly with the work we are doing. Not only does she have several years of experience with regional policy development at ARIN, she is also well-versed in the ICANN world. She has also been engaged in the issues we are currently working on, attending ARIN’s webinar on ICP-2. Alyssa has a great understanding of the RIR framework, the role of ICANN, and the important role that the Internet community plays within these structures. This is essential for any member of the NRO NC at any time, but especially right now as we work to strengthen the RIR ecosystem. This work requires a substantial amount of wordsmithing, soliciting and reviewing community feedback, understanding the trade-offs involved, and the practical implications for the rest of the system. Her professional and volunteer background, work ethic, attention to detail, strong language skills, and collaborative disposition would make her an excellent addition to the NC. We would be lucky to have her.
