Candidate Assessment: Qualified

Candidate Questionnaire

1. ARIN Board of Trustees Qualifications and Responsibilities:

Please review the ARIN Board of Trustees Expected Qualifications and Responsibilities thoroughly.

Please describe, providing specific details, any barriers you foresee to your fully meeting those qualifications and undertaking those responsibilities. Trustees’ responsibilities have usually require about 5-10 hours per week.

I do not foresee significant barriers to meeting the qualifications or undertaking the responsibilities.

On time, the described workload — quarterly meetings, committee calls, and 1–2 hours a week of prep and correspondence — is in line with what I have carried for the past decade. I have served on the TorIX board since 2016, including as President and Chair, and roughly ten years on the ARIN/ASO Address Council (NRO NC) as Chair and Vice-Chair, all while running my own company. Both terms conclude in 2026, with the ASO AC completed prior to this position, so 5–10 hours a week is realistic.

I am based in Toronto and have a long record of attending ARIN, ASO/NRO, and other RIR meetings across the region and internationally, all scheduled well in advance. As CTO and co-owner of an ARIN member, The Wire Inc. (AS33361), I would disclose and manage any conflicts and complete the NDA, Code of Conduct, and Conflict of Interest Affidavit as required.

2. Conflicts of Interest

a) Please disclose any conflicts of interest you may have, real or perceived, that would impact your ability to perform your duty as a member of the ARIN Board of Trustees. (If no conflicts, please enter “N/A”)

My only relevant interest is as Co-Owner and CTO of The Wire Inc. (AS33361), an ARIN member organization. My TorIX board term and ARIN/ASO Address Council (NRO NC) term both conclude in 2026, prior to this position.

b) How do you propose to resolve any conflicts identified in (a)? (If no conflicts identified, please enter “N/A”)

I would disclose this interest and recuse from any Board matters where the company’s commercial interests could be affected. I expect to spend additional time fully familiarizing myself with ARIN’s conflict of interest guidelines, and recognize that conflicts can arise over the course of a term. Keeping conflict of interest front of mind — disclosing promptly and recusing where appropriate as issues come up — is an ongoing responsibility I take seriously.

c) Are you currently eligible to serve on the Board of Trustees according to the Conflict of Interest Requirements and the eligibility requirements?

No

d) If not currently eligible, describe how you will become eligible to serve, if elected (i.e., “If elected, I will resign from the position of ________ before 31 Dec 2026”). If currently eligible, please enter “N/A”.

I currently serve as an ARIN-elected representative to the NRO Number Council (via the ASO Address Council), a covered role under the Nomination and Appointment Conflict of Interest Requirements, with my term ending 31 December 2026. I am not seeking reelection to that role. My NRO NC term therefore concludes on 31 December 2026, immediately before a Board of Trustees term would begin on 1 January 2027, so the two would not overlap. Consistent with the conflict of interest rules, if elected I agree to resign from the NRO NC effective no later than 31 December 2026.

3. Education:

a) Please list any educational degree(s) you received, the institution and the date issued.

N/A

b) Please list any professional designations, certifications, or development education (non-degree) and the dates completed.

N/A

4. Employment and Experience:

a) Please provide the name of any company or organization you currently are employed by, or from which you receive directly or indirectly a material portion of your compensation. Please describe the business of each such entity, your current title, and the office address of the organization.

The Wire Inc. (AS33361) — Toronto-based B2B Internet service provider. I am Co-Owner and CTO, responsible for network operations, infrastructure, and systems administration. The company has provided Internet connectivity and related services to business customers since 1999. Address: 20 Bay Street, 11th Floor, Toronto, Ontario, M2J 2N8

b) Please refer to the ARIN Board of Trustees Guidance to the 2026 Nomination Committee in answering this question: Please describe your relevant professional experience and expertise and explain how this background will make you an effective Trustee.

My background maps onto the Trustee job description. I have run The Wire Inc. (AS33361), a Toronto B2B ISP, as Co-Owner and CTO since 1999 — over two decades of running a business in ARIN’s own industry, including budgeting, managing capital and operating costs, and hiring and terminating staff.

I have been a volunteer director of TorIX, a Canadian not-for-profit Internet exchange, since 2016, including as President and Chair. That work has covered fiduciary oversight, strategic planning, financial governance including reserve-fund and investment oversight, risk and control-gap assessment, by-law and policy development, and staffing decisions. Before that I was Treasurer and a board member of the Canadian Network Operators Consortium (CNOC) from 2010 to 2016. At both organizations I worked directly with external auditors, so I understand the audit and financial-reporting process from the board side.

I have also spent roughly ten years on the ARIN/ASO Address Council, including as Chair and Vice-Chair, which has given me a working understanding of the RIR system and the Policy Development Process.

Between running an ISP, sitting on not-for-profit boards as a director and treasurer, and working within the RIR system, I have the operational, governance, and financial experience the role calls for.

Attach a resume, curriculum vitae, or other biography highlighting your experience most relevant to the duties of the ARIN Board of Trustees. (PDF, DOC, DOCX files only)Remove any personal contact information (postal address, email, and/or phone number) from your resume/CV, as it will be posted publicly as part of the candidate information.

5. Governance Experience:

a) Please identify any boards on which you currently serve that carry fiduciary duties, whether at a for-profit or nonprofit organization. Please note how long you have served and what offices, if any, you have held.

The Wire Inc. (AS33361) — Co-Owner, CTO, and signing officer since 2001. As an owner and officer of this corporation, I carry fiduciary responsibility for its operations, finances, and governance.

b) Please identify any other boards on which you have served in the past 10 years that are not included in answer to (a), listing your dates of service.

Toronto Internet Exchange Community (TorIX) — board member, 2016 to June 2026, including service as Treasurer and Chair.

Canadian Network Operators Consortium (CNOC) — board member and Treasurer, 2010 to 2016.

c) How does your past governance experience prepare you to help fulfill that role by serving as an ARIN Trustee?

Through TorIX and CNOC I carried the core duties of a not-for-profit director — fiduciary oversight, financial governance, strategic planning, by-law and policy work, and accountability to a membership — including as Treasurer and Chair. I worked directly with external auditors, oversaw reserve funds and investments, and handled risk and control-gap assessment. That combination of board leadership and financial stewardship is the same work an ARIN Trustee does, and I have done it in the same industry ARIN serves. My experience within the ARIN community, including service on the ARIN AC, has also given me a strong understanding of the Policy Development Process — an area in which the Board holds a key oversight role.

Now here’s question 6 updated to absorb the ASO AC chairmanship and the ICANN decade:

6.  Describe any past experience or involvement with ARIN or other Internet governance bodies.

I served on the ARIN Advisory Council from 2012 to 2016, including as Vice-Chair in 2015–2016, and participate regularly in ARIN’s Policy Development Process, including preparing and delivering statements on draft policies at recent ARIN meetings. I then served on the ASO Address Council (NRO Number Council) from 2016 to 2026, including as Chair in 2021–2022, and have worked within the ICANN fora for over a decade — giving me a broad, sustained view of number-resource governance from the regional through the global level. Through TorIX I have been part of the Internet exchange community in Canada, and through CNOC the broader Canadian network operator community. The Wire has been an ARIN member and resource holder for many years.

7. Aside from any governance experience, describe your specific skills, background, and/or areas of expertise you believe will assist the Board in carrying out its duties.

My background is in ISP operations and network and systems engineering, built over two decades running a production network at The Wire. That gives me a practical, working understanding of the technologies ARIN runs and oversees, including registry systems, RPKI, and operational and information security.

I have also handled the financial side of running a business — budgeting, cost control, and infrastructure planning and procurement — and have worked directly on financial oversight and audits through my board roles. I have attended RIR meetings in all five regions and spent years in collaborative international settings, finding common ground across differing global perspectives.
