2. Relevant Biography:
a) Please describe your relevant professional experience and expertise and explain how this background will make you an effective AC member.
I have extensive experience operating and maintaining large-scale telecommunications and Internet infrastructure across the
Caribbean and Latin America. I have led the operation and maintenance of CDN and caching networks throughout the region, improving content delivery performance, network efficiency, and user experience. This work has given me practical expertise in IP address utilization, traffic engineering, peering, and network resource management.
I also support the operation of core data networks that deliver fixed and mobile services to consumer and business customers. Through this role, I have developed a strong understanding of network architecture, routing, capacity planning, resiliency, and the operational considerations associated with Internet number resources in production environments.
My combination of hands-on operational experience and regional perspective would make me an effective ARIN Advisory Council member. I understand how policy decisions affect network operators and end users, and I am committed to supporting transparent, community-driven policy development that promotes efficient resource management and the continued growth and stability of the Internet.

4. Nominee Information
a) Have you attended ARIN meetings or otherwise participated in ARIN activities in the past? What did you find the most rewarding from those meetings or activities? What suggestions for improvement do you have?
Yes, I have attended three ARIN meetings and was honored to serve as an ARIN Fellow twice. These experiences provided valuable opportunities to engage with the ARIN community, expand my understanding of Internet number resource management, and build relationships with industry professionals.
The most rewarding aspect of my participation has been the policy discussions. I appreciate the open and collaborative environment where community members can contribute ideas, debate proposals, and help shape policies that affect the Internet ecosystem.
One area where ARIN could improve is the draft policy discussion process. Providing additional opportunities for early engagement, clearer summaries of policy proposals and their potential impacts, and more structured discussion formats could help encourage broader participation and make it easier for both new and experienced community members to contribute effectively.
b) What areas of Internet number resource policy, if any, need more attention by ARIN, and why?
ARIN could place greater attention on improving transparency in the IPv4 transfer market and continuing to encourage IPv6 adoption. As IPv4 addresses become increasingly scarce, transfers are now a primary way for organizations to obtain address space. More visibility into transfer activity and utilization could help ensure resources are used efficiently and fairly. At the same time, broader IPv6 adoption is essential for the Internet’s long-term growth, and ARIN can continue supporting organizations through clear policies, guidance, and education.
c) Aside from the professional experience and expertise detailed above, describe any other specific skills, background, and/or areas of expertise you believe will assist the Advisory Council in carrying out its duties.
I bring a combination of technical expertise, operational leadership, and public service experience that would support the Advisory Council in carrying out its responsibilities. As Technical Support Manager at the Electoral Office of Jamaica, I oversee critical technology support functions, lead teams, and work with stakeholders to ensure the reliable delivery of services. This role has strengthened my skills in leadership, problem-solving, communication, and decision-making within a highly accountable environment where integrity, confidentiality, and accuracy are essential.
